If C-states are enabled (which is the default setting) the CPU will throttle down when idling, reducing both frequency and voltage to save power and reduce heat output. This can happen really quickly as CPU load fluctuates.


This is perfectly normal.

Modern microprocessors can change their VID and and frequency independent of one another, but the VID is usually stepped up as the CPU enters a higher power state, and stepped down as it enters a lower power state. Intel's Haswell microprocessors can actually set the VID to as low as 0 on a per core basis for ultra low power consumption.
