So I've got Windiws 10, I've plugged my USB drive into the slot (it's a USB3 port, but that shouldn't make a difference), it's set to use the Better Performance option in Device Manager, yet it still takes forever to copy Game.of.Thrones.S06E06.1080p.WEB-DL.x264.mkv at like 3mb/second. On my old lappy with Win7 it would've held a steady 20mb/second transfer.

What's up with that?

Could be a few things, including a bad flash drive or bad USB3 drivers.

I haven't really looked into my problem yet, but I've noticed another huge problem, which may be related.

Copying files internally, from one folder to another, disastrously slow. Like, it hovers between 15-35 MB/s.

I sometimes have that issue as well. In my case, it seems to vary drive to drive...
Could it be some sort of indexing thing?

Is the HDD in the machine on its last legs?

SDDs are cheap now, I've switched all of my machines except the servers to them.

Check SATA mode and SMART pending sector count.

If sector is pending you need to find a file of it,
copy the file, delete it permanently,
rename new file back to original name and
Write over that bad block.
(or all unused space)

Quite crippled to stay with Windows.
Better boot live Linux and continue with it.

Still much more difficult to change sector to file than file to sector.

Yup, swapping OS to Linux in order to copy pirated shows onto your USB drive faster is DEFINITELY a proportionate response!

^ Heh. Yeah. Like I said, I haven't really looked into it because it's not a truly debilitating problem. It's only an issue if I need to transfer a large file in a real hurry, and that's pretty rare.

The HDD is the same age as the laptop - 13 months old to be exact. It boots just as fast as it always has, and loads games, programs etc like normal. Like a 5400RPM drive should.

Some preliminary reading a while ago hinted that it might just be another trivial Win10 shit problem. I'll get to the bottom of it one day.
