They're not stopping the races, they're throwing competition yellows. They'll do 5 laps under caution after each segment to bunch the field back up, and I assume to allow everyone to make pit stops.
So in other words, races will now be automatically longer because of a mandatory 10 laps of caution, besides whatever other cautions they'll throw during the race.

Well, that part of it isn't much different than it's been for a while with the competition and "debris" cautions.
