Ok so this has been bugging me. In those pictures of the old Chrysler towing the F1 car, what are the black inserts along the fence of the sidewalk cafe? They look like they could be used as planters but clearly aren't.
My guess (and it's only a guess) is the restaurant owners got tired of replacing the plants and watering them. There's enough work to do in a restaurant already without having to be a gardener also.
