I logged onto Amazon to put NFS Payback on my wishlist but all the reviews are moaning about loot boxes. Nah thanks, I'm good, you can keep it EA.

Similar thoughts from a representative in Hawaii, wants to work with a few other states to get bans in their states, that would likely be enough to merit changes. His reasoning being that this is introducing minors to gambling.
Edit: Interesting suggestion I've seen on Reddit is to make microtransactions in a game an instant M-rating. Not as drastic as a ban, and many parents flat out ignore the ratings anyway, but maybe easier to get the ESRB to do than laws in multiple states.
Edit 2: Nevermind, someone pointed out that the ESRB is an industry-run group, they wouldn't voluntarily shoot themselves in the foot like that. Unless it was to say that a legal ban wasn't necessary...

The ESRB is the US games industry’a tilt at self regulation. Remember why it was founded? It kept the government off the industry’s back.
Now it has failed to do its job, so the government is stepping in. Fair cop.
But the point of introducing an M or above rating is that a few large retailers in the US (I forget who but it might be Target and Wal-Mart) will refuse to stock a game with such a rating, causing publishers to lose out big time. The ESRB would be cautious about doing this for mass market games, which means publishers should be cautious too.
Apparently they fixed some things in Rivals that were an issue, but broke other different gameplay things (not just by adding the strange card-based upgrade system)
Edit: Correction, the reviews I've seen were referencing the previous NFS game, which was just called Need for Speed, not Rivals.
