Yeah, it's not like they compensated people when they lost out because of wall permeability or other glitches. Besides that, glitching is not cheating, it's playing the game in its as designed state. I think it's BS anyway. How are they even going to know? Let's face it, hackers have to be reported and only get a 3-day ban. Glitches have to be reported for anything to get done, or not. They have how many players and they're going to examine everybody? This post is also interesting:

I uninstalled UPlay on Friday as soon as they fixed the glitch, so I won't even notice. I'd started to really hate the game, the lack of testing was really beginning to nag. Assassin's Creed was much the same with random crashes but The Division has just had so many glitches with such frequency.

After some finagling, I was able to combine 5 gear set pieces and get back the Cool-Headed talent on my Caduceus, which I had originally lost. It's a formidable combo.
