Probably for anything over 1L. I think a few kei cars have had smaller engine that rev up to 11k+

My bike revs to 12.5k, but it's a 750cc bike and it has tiny cylinders with tiny pistons and tiny valves and only has to push around 300kg.
For a car to have an engine that revs beyond 8k is pretty amazing. There are not many 'affordable' cars that do it, only a few of the more interesting Hondas from the last decade.
I looked it up and the Honda S-series of coupes from the 1960s revved to 9500k. Wowsers.

Yeah, I saw that too.
despite 606cc, it was in the 60's (half a century ago) and weighed as much as four 600cc sport bikes do now
As far as affordable cars go only the RX-8 comes to mind (the S2000 would if they produced more and didn't suffer from $10k markups), but the rotors themselves only spin to 3000rpm and the output shaft is the thing that revs to 9000rpm
