From the outside in I don't get the impression Steiner is the best man for the job, but Netflix and their viewers do love him.
I reckon they need a driver to develop the car. It seems Magnussen isn't really interested and Grosjean is there to make up numbers.
Maybe they need one of the Ferrari academy drivers in there, to at least provide some youthful exuberance.

What strange situation that would be. On the one hand you’re a fucking F1 driver! Fuck yeah!
On the other hand you drive in the worst car on the grid. You know it and everyone else knows it. And you know that when you sign on the line that is dotted...you are giving yourself a season of stress and disappointment.
