Yep, absolutely. You don't need anything fancy to run iRacing.
Unless the developer goes wild and rewrites the graphics engine to meet 2020 AAA game specifications...
It'll do Assetto and Project Cars 2 just nicely as well.
In fact, PC2 runs on one of the friendliest game engines out there. It's so easy to get stable 60fps at max settings with it.
iRacing is not the economical option for sim racing. Full disclosure, I have spent about $600 on iRacing, totaling up all the cars and tracks and membership fees I paid for. I bought over 40 pieces of content, so I get 20% off everything now. There are a few cars I regret buying, but I use most of the things I bought regularly.

You buy "in" iRacing only if you are sure about regular and continous commitment.
And in being able to tolerate the awful graphics (With everything pushed at maximum - I mean everything - my 3600 and 2070 Super on a 21:9 1080p monitor was only using up about 3-3.5GB of the 8GB of Vram of my GPU. And it still looked like a game from 7 years ago).
Blerpa likes to use hyperbole. The graphics are fine to normal people.
I've seen them plenty, and like them. More importantly, though, it has a lot of content I like, and seems to be the most consistent place to get good online racing. Assetto Corsa Competizione doesn't have enough American tracks nor any Corvettes, and Project CARS 2 is likely pretty dead for online users considering its age and that it has what is in name a sequel (even though it loses all of the qualities that drew me to the series in the first place).
And then there's GT Sport, which I don't know enough about to buy a PlayStation solely for it.
