They are Customs and Border Patrol agents. CBP has authority to search in any area of the United States within 100 miles of an external border, which includes not only the Mexican and Canadian borders, but also the Atlantic, Pacific, and Gulf coasts. You are correct however that they have no legal authority to arrest without state approval, unless it is specifically for a crime against federal property.

My question is why they picked Portland?
