The more common approach is a last minute lane change followed by random emergency braking and, "ow my neck hurts," even though whiplash never kicks in right away in reality.

I'm pretty sure I have tried something similar to that in GTA.

It never results in being arrested for DUI, more like jumping the car off the bridge or stealing a sports car to get away or putting speed holes in as much traffic as I can aim for or entering the cheat code for a heli and flying the fuck out of there.

The reasoning is that many computers store numbers in binary form. While integers are easy, it is not possible to represent numbers like 0.1 and 0.2 exactly in binary. When these numbers are added together, the internal representation of the sum will not be exactly 0.3.
In the cartoon, the robot has entered its internal representation as the answer. It would take a human to say "don't be an idiot, just round the answer off to a few decimal places and give me the result". The robot doesn't actually know that 0.3 is the correct answer.
Note that desktop calculators often use decimal (not binary) internal representation of numbers, just in order to avoid these kinds of problems. They are slower but more accurate.

That's actually a pretty decent general explanation. The one from the comic is specifically the error that you get with double precision floating point. One odd thing with that specific one is that if you assign 0.3 to a double precision floating point variable, it will print as 0.3. However, if you assign 0.1 + 0.2 to it, it will print out that long erroneous number, due to rounding error in the add operation which is caused by having a rounding error in both 0.1 and 0.2 to begin with. This is why if you know what you are doing, you always print using formats to limit the number of digits. Many languages provide decimal number facilities or scaled integers to avoid such problems (Java has BigDecimal). Single precision floating point gets different rounding errors.
